亚马逊品牌备案后，品牌授权一直不成功，提示没有接受条款和条件是什么情况

B店完成品牌备案后，品牌方A店给B店品牌授权一直不成功，亚马逊给的邮件是；Hello from Amazon Brand Registry Support,
